We have finally settled on running the Minecraft server as a vanilla server with many Bukkit plugins. By doing this, we hope to attract as many players as possible, including those who are unfamiliar with modding the game.
The server will be running Minecraft version 1.7.10 with the following plugins:

We would love some suggestions for any other plugins that anyone would want, we want to add as much to the game as possible.
